Water heater not venting properly at a Fort Collins Co. home

While inspecting the water tank at a Fort Collins Co. home the ASHI inspector found that the vent piping was not venting properly. He noticed the suet and flash burn marks at top of tank and also used a combusted gas detector which had a very high reading while burner was running.
